The 4221 ISR-4K is the Router that now Cisco recommends for CCNA Training.
And this is the Router model that is being used in most Cisco Networking Academies

The 4221 supports IOS-XE version 16.x, which is not supported by ISR-G2 Routers (1921 & 1941)

The IOS-XE is different than the Legacy IOS model that has been the basis for previous versions.

Cisco is currently recommending the 2960+24TC-L Switch for CCNA Training.

However, the 3560v2-TS Switches included in this kit is a lower-cost alternative, that delivers almost the same functionality as the 2960+24TC-L.

The main difference between these models is the IOS version supported.
While the 3560v2-TS only supports IOS 15.0, the 2960+24TC-L supports IOS 15.2.6.
